Every commercial establishment in New York City is required by law to have its waste removed by a private carting company. The private carting company must first obtain a license or registration from BIC before engaging the removal of regular waste, recyclable materials, construction and demolition debris, and medical waste. There are over 1,100 carters licensed or registered by BIC. If a commercial establishment does not want private carter service and wishes to remove its own waste and dispose it at private transfer stations, it must apply for a self-hauler registration. In addition, trade waste brokers are required to be registered with BIC in order to broker waste removal services between commercial entities and private carters or conduct waste stream evaluations or analyses in order to recommend cost efficient changes for the customers.

BIC establishes the maximum rates that private carters can charge for waste removal service. Carters are only permitted to charge for the amount of waste material removed and cannot charge for other items such as container rentals, extra pulls, gasoline surcharge or other charges.
